yes potato scab. but the flesh underneath is perfectly sound. same with apple scab.
some supermarkets are selling these as 'seconds' now. Morrisons call them wonky veg. they just don't look pretty.

They have potato Scab, a bacterial disease. You can still eat them, just cut the scabby bits off. Lots of info on line about case and prevention.
