Please can anyone tell me the best time to cut down this years peony growth.

If this is a herbaceous Peony, rather than a tree Peony, it will die back of its own accord.

I tend to leave the foliage until spring then I cut hem off so I an see the red shoots. if its the tree paeony then the leaves drop off naturally.
