My Malus Golden Hornet fruits have not dropped off from last winter and are brown on the tree. Why and what should I do?

I'd do it now. The dead fruits can harbour all sorts of pathogens which can affect next years flowering.

To the best of my knowledge, one of the traits of Malus Golden Hornet is it does in fact hold on to its dead fruit overwinter. If, as you say it has held on to the dead fruit for a whole year, then I would pick off all the dead fruit in the spring if possible
