There are several with Valerie in the name but you probably mean Valerie Ann
Not on a windowsill. As its a trailing double you would find it needs a lot of space and it would be rather messy when the flowers drop. You would also need somewhere to hang it or else a small table it could hang down from. Hanging one in a conservatory or frost free greenhouse would be a better option.
Another consideration is that even the non hardy ones go pretty dormant in winter and are not particularly attractive for several months.

well you could try but I think it is a bush fuchsia, so may get too big. they will be more susceptible to pests like red spider mite and white fly.
