I 'd wait until it has flowered, then lift it. is it in a pot already? if the roots are very congested tease them out a little repot and water well for several months.

I think I'd clear the plants from around it then add some fertilizer specially formulated for camellias. Bowers produce one and it is available in most garden centres. what is growing around it? They are usually much happier in the ground.
failure to produce buds is usually due to lack of water in the summer when buds are formed.

the plants that are around it are other camellias and I think its fighting for water in the summer, unfortunately its in a place I can't get to water in the summer for the amount of growth of all the perennials leading up to the camellias

So, it's being overwhelmed by the neighboring camellias? How far away are they planted? How are the perennials in front contributing to the competition? Can you create a few narrow "care paths" through the perennials? Can you apply a coarse mulch around the plant, to conserve water?

why not move a few perennials so you open up a path to them. They will transplant more successfully than the shrub. the camellia wont be happy in a pot, even with the correct ericaceous compost.

lifting this camellia may well damage the neighbouring ones. you need to lift it with as much rootball as possible. then into the pot with ericaceous compost. the pot needs to be at least twice the size of the root ball to give the roots space to grow. then you must keep it watered all year and place it so it doesn't get the early morning sun or battered by wind.

thank you everyone that answered my question, will let you know how things go

If you do lift the camellia it is likely to sulk for years as they hate being moved...
