It'll be a moth that's laid its eggs - they either roll a leaf up and leave the larvae inside, sticking the leaf down with webbing, or stick two leaves together, again with webbing. Difficult to treat because obviously, the larvae are hidden inside the leaves, so usual course of action is to nip off affected leaves and dispose of them. If the infestation is heavy, one of the Provado range of pesticides may have some impact.
