hi i have a very overgrown lawn that never looks good want to returf and start over could i use a turf cutter without cutting the grass first or has someone has suggested just use a rotovator any suggestions thanks

If your lawn is reasonably flat, then I would be inclined to either use a selective lawn weed killer, spike and over-seed or kill all the weeds and grass and completely re-seed. This would be a good time for the lawn seed to germinate. (If the lawn isn't too big then you could cover with clear plastic to speed up the operation). If you were to use a rotovator, then you would have the trouble of trying to level the lawn again.

when you say overgrown do you mean with weeds? you need to get out the perennial weeds that spoil the lawn. Or the same problem will exist.
Is it not worth working on what you have? Is it uneven?
