Are these flower buds or leaf buds on 'my 10 year old never flowered yet but not giving up hope' wisteria? Please advise I feed it but probably not enough.

lucky you I'd go flowers too for the fat ones.
I am hoping mine will after 1 flower last year in a 20yr wait.
