My husband's peony is in trouble again! The leaves are very healthy but the flower buds are going like they did last year. They did not flower but died off. Here is a photo - can anyone help please?

I'm sorry to say its probably botrytis infection, one that's specific to paeonies, commonly known as Paeony Wilt. There is no treatment, but infected material should be promptly removed, bagged and binned, not composted, or burned. More information here https://www.rhs.org.uk/advice/profile?PID=243
