Could be whitefly. Give the rosebush a whack and see if they fly off. If its white fly it's very hard to control and it's the main reason I gave up on roses. It could also be spider mite. With this you will see webbing on the leaves. Aphids, perhaps but the spiral downward is alot slower. Could consider rust infection.

The rose also looks very over crowded in that pot, they prefer to have air and open soil around them.

I wonder if it needs a good feed. if the plants are all vying for nutrients the rose will struggle.
when did you last enrich the compost? the rose would be happier in the ground if you have a suitable spot for it.

I'd say its days of living in a pot are over - needs planting into the ground.

I put compost in it at march and regular feed it rose feed. It did really well last year. I might take the other plant out and see if it goes better.
Thanks everyone

To be honest I think it is the rose you need to move into the garden... what compost did you add in March and how?

How do I say thanks?
