Hello,
I have some roses which I have been growing in containers and which I would now like to plant out in the garden; they have just started to flower, can I plant them out now?

If they are established in their pots and can be removed with a rootball intact then I can't see this being a problem. Make sure that you prepare the planting hole well and make sure they don't go without a good watering.
