Just noticed that my weeping cherry tree has caught some form of infection or infestation, but I have no idea what it is or how to treat it. Anyone know what this is and what I should do? (White cotton like bulbs with a brown dot are growing all over the bottom of branches and leaves)

Looks like scale insects to me. As it is an ornamental, most systemic insecticides will deal with it. Do it sooner rather than later as the honeydew they produce can turn to a sooty mould.
