what is this plant its just shot up shoots to approximately 7 feet tall will it flower as has never done previously the leaves are about 2 inch wide and have a brown edge and a vein down the center of leaf any information helpfull thank you

It's a New Zealand Flax (Phormium tenax) getting ready to bloom. Sometimes the blooms are showy, and sometimes not so much. I would just cut the flowering stalks off as close to the base as possible, when they are done.
