I have a large clump of Leucoma (I think it is anyway), strappy leaves, had pretty white bells in spring, but am wondering whether to dig it up and separate it. The leaves have not died down as bulb leaves normally do, and it takes up a large part of the flowerbed.

Not aware of a plant called Lecoma, which means Glaucoma i.e. an eye condition. Could you put a photo up please.

Did you mean Leucojum, the Spring snowflake? I can't see any reason why you can't split it now if you want to. Its probably all the wet weather that's enabled the leaves to remain so long.
