Hi, if it was just a rosette of leaves last year. I agree with Bamboo, it's a biennial or short lived perennial, it's frost hardy, so only hardy to about 23f, Derek.

Echium pininana possibly, can't see any colour on those flower spikes to be 100% but that's most likely what it is
