I find that my hardy fuchsias, those that are left, bloom according to where they are planted. They don't mind shade, but too much shade and dryness they do not like. So check placement and whether it is a dry corner. If its in a pot, may be vine weevil grubs are at the root system. If so, when its completely dormant, get it out of the pot, renew the soil, and trim it right down. Try some water retaining crystals at root level. A sparse sprinkle of bone meal and start feeding when it shows signs of life. Same applies to one in the ground, if not too large or move to 1/2 sun/shade and keep watered.
