I have a Parrot plant and the top leaves are drooping but its watered and I have some small shoots coming out the stem is this normal as a bit concerned with main leaves drooping

if they are over watered or standing in water they can wilt too. so is it overly wet?

Sounds like its stressed - any chance of a photograph? If not ,is the pot big enough, assuming its in a pot?
I'm assuming you mean Impatiens niamniamensis when you say Parrot plant - that term is also used for Strelitzia reginae or Bird of Paradise plant, but more usually means Impatiens.
