I've got a back garden that is covered in paving slabs!! Under those slabs is 3 inches of concrete and hardcore under that!!! If I pull up the paving slabs drill large holes in the concrete (down to the soil) can I put topsoil on the "holey" concrete and then turf it??

Sorry to say "no" all needs to be removed if you want a lawn to thrive , you will just create more work in the longrun .... hire a mini digger would be the easiest option .

Agree, break up the concrete with a sledge hammer, pick axe or jack hammer. Haul it all away. The soil under that is surely compacted so you'll need to break that up as well. Then you can work in some compost and a couple inches of topsoil. Yep! a lot of work. You can hire a crew.

I agree with the above. it will all have to be dug up / removed.
