Hi I have 2 Chihuahua aztec pearls which are starting to out grow their spaces in the border can they be credited and when is the best time to do it

Um, I think there might be some confusion over names - there is no plant called chihuahua anything, but there is a plant called Choisya 'Aztec Pearl', so I assume that's what you mean. I don't know what you mean by 'credited' but if you mean cut back, yes they can be, but not really at this time of year, other than just a very light trim. The time to cut them back harder is immediately after flowering in May.
