Should plats such as agapanthus and crocosmia me cut back to soil level every year?

Hi Campden and welcome to GoY. Crocosmia die back naturally in autumn and nothing needs doing to them, if you find the leaves unsightly they can be cut back but it isn't necessary. Same applies to the deciduous Agapanthus as well but, if you have one of the tender varieties that keeps its foliage all year round you'll need to protect this over winter.
