I have a horse chestnut tree grown from seed and now in a large pot. It produced leaves as normal in the spring which died and fell off mid summer. September it produced a 2nd set of leaves which are still on the tree now - December. Is this normal?

Part of the problem could be the pot. Lack of sufficient water sometimes causes pre-dormancy. Now suddenly its gotten a lot of water and wants to grow again. All fruit/nut bearing trees need copious amounts of water - probably more than the pot can supply.

No, but blame the weather.
