When does one prune a dwarf bougainvillea and what method is best?

Pruning time is the same, though I would prune back to existing side branches, since the flower buds form near the growing tips--if it has to form new growing tips, flowering will be delayed. Bending the branches is unnecessary with the dwarf kinds. light applications of something like Tomorite will improve growth and blooming, but it doesn't look like you are having much problem with that!

That is a lovely specimen and this is the advice from the rhs. though it talks about the normal one not the dwarf. but pruning time etc will be the same.
