I have frost damage on the tops of an escallonia, rock rose and mahonia. When is going to be the best time to trim this back? Also lost an Avalanche clematis and Winter beauty clematis - tried the scratch test and the Avalanche has green under the bark only about 2" above the soil. The winter beauty has nothing. These were supposed to be fully hardy but not this winter!

I'd prune the damaged bits back in mid April and then new growth should be ok.
your winter beauty may well regrow from below the soil so don't give up on it yet.
