I have a new Lavender plant that I am growing indoors. I have it in a sunny window. I live in Chicago. How often should I put it outside and for how long? Should I use lime juice or fertilizer at any time? It has no flowers yet. Thank you

Lime juice? I'm very curious as to why that would be used for any plant at all, do you know?

Lavender likes dryish, gritty, free draining soil conditions and full sun. It flowers better in poorer soil -it is not an ideal houseplant I'm afraid. I wouldn't suggest you feed it, but you will likely find it doesn't last too long indoors - maybe a few months. Keep it watered as necessary, but don't leave it sitting in water in any outer tray or pot.

Twohearts, are you thinking of horticultural lime? That is used outdoors in moist climates to keep the soil from becoming too acid for lavender--or other Mediterranean plants.
I agree with Bamboo, though: it is very difficult to keep Lavenders alive indoors for any length of time.
