I agree with Tugbrethil. It looks like Dianthus barbatus (Sweet William). I give the latin name as many of the dianthus are given the name Sweet William, ranging from small perennial alpine plants to this one which is a commonly grown as a biennial. (It takes two years from sowing to flowering). In my garden it grows as a perennial and does self sow if I do not dead head. I do not dead head as such but give them as cut flowers to friends who like their spicy scent and they last well in a vase.

It looks like a Sweet William getting ready to bloom. Maybe with bulb leaves interspersed?
