Confused? Do I cut the plant back? Or do I leave it to die back?
I have two plants they are very tall,10 ft. plus.
Would I be able to dig the plant up and move it, really not sure what to do.

You may have new leaves coming from the base of the plant - this will be the new flowering plant for next year.

MG is right, Rouillon--they hate to be moved, very low survival rate. Since they are usually short-lived, you might want to save seeds from your favorite colors and plant them in the new spot.

I treat the as biennials though sometimes they do go on the following year.

Herbaceous perennial, cut out the flowering spike now and leave to die down which it will do in late autumn early winter. Wouldn't recommend trying to move myself.
