If I cut my parsnip stalk/leaves off, which are approx 12 to 15 inches tall will it help the parsnip to develop, or harm the plant?

The parsnip roots needs the leaves to help it to grow as Drc says let them die back naturally.

I wouldnt, Parsnips are very slow growers, let the tops die down its a sign the parsnips are ready too from about November and harvest after frosts.
