Please can you ID this palm and guess why it’s dying? I saw spiders webs over the trunk of the plant.) What I use to treat the plant? It has assumed this wilted position over a few months. Previously the fan-like leaves were spread out. Thank you

Trachycarpus fortunei. As said, it looks as though its been in the same container for some time. I would look to re-pot before the half barrel collapses as it has no sides to hold in the moisture. Then cut back all the dead, a good feed and water.
