The top leaves of our Fusias that's to say the newly formed ones seem to have some damage or have formed with slight distortion. As a result no flower heads have appeared. However the lower branches, those that appear at the bottom of the plant have been unafected. this has happened on two different varieties. any clues?

Yes, capsid bug - if the leaves are distorted, with what looks like tiny indentations and then tiny holes, its capsid infestation. Often causes flowers on fuchsias to abort. Spray with bifenthrin or I believe Provado makes something to treat these with - spray at dusk, after the bees have stopped working.
