my cordyline leaves are dying off and only have a few at top but has new growth on the trunk should i cut the trunk down?

Yes, although it would have been better to do this earlier in the year. If the trunk is soggy, or smells unpleasant, or is obviously rotting, then take it down to the new growth - if it seems okay, but the growth at the top isn't good, then you could leave it till next spring.
