When do you take cuttings from hardy hibiscus? Also do they need to be pruned?

You take softwood cuttings ideally. Softwood on a hibiscus is found on the new growth in spring or early summer. The hibiscus cutting should be 4 to 6 inches long. Remove everything but the top set of leaves. Trim the bottom of the hibiscus cutting to be cut just below the bottom leaf node.
As for pruning they can be lightly pruned in late summer or early autumn.
