If you mean a camellia I'd say in the autumn or spring. Don't forget that the roots will be at least as large as the top growth, so you'll probably need to do an awful lot of digging to remove it. Have the hole it's to go into dug and ready for it before you start to try to get it out. It will need thorough watering for the next year or two after you move it.
