There are a couple things to look at:
Plums can take as long as 5 years after planting to start blooming, so there is still time before you really need to worry.
Plums, like most fruit trees, need a minimum of 6 hours of direct sun to bloom and bear, so if it is embedded among taller shade trees, it may need to be moved.
Once mature, plums bloom on wood that is 3-5 years old, so if it is getting a hard prune for some reason every year, then that will keep it from bearing.
