I assume that you've cut a tree or large shrub down, and it's sprouting, from your comment, guest. I also assume that the stump is too big to dig out??
You could bore holes in the stump and carefully pour in some stump killer - we can get this in the UK. It's not a quick fix, but it should do the trick in time.
