my cordylline has lots of shoots comming from bottom of plant can i take cuttings from these

No, not cuttings - you can dig around a bit and see if its possible to get some good root with each one by cutting it with root attached and then potting up separately. this assumes the top part of your plant is healthy and growing well - this growth often appears at the bottom when the top part of the plant is dying back, or damaged.
