What is this thing? A long slender stem about 3' tall with a sphere the size of a golf ball? Anybody know what this is?

Would have liked to see the lower part of the shrub. It looks like a immature Scabious (Pincushion plant) flower to me.

I added a new picture of lower part. There are no leaves at all. It's just a stem with a 'ping-pong' ball at the end.

It looks like some kind of allium to me, Bathgate. Were there strap-shaped leaves there earlier this year?
It does look like an atypical Allium 'Hair'--maybe a volunteer seedling?
