Hair allium or some type of craspedia perhaps? Looks quite interesting, whatever it is!

Would have liked to see the lower part of the shrub. It looks like a immature Scabious (Pincushion plant) flower to me.

I added a new picture of lower part. There are no leaves at all. It's just a stem with a 'ping-pong' ball at the end.

It looks like some kind of allium to me, Bathgate. Were there strap-shaped leaves there earlier this year?
It does look like an atypical Allium 'Hair'--maybe a volunteer seedling?

I see remnants of what must have been the strap-like leaves. Thanks everyone for your help.
