Possibley it could be, ligustrum root rot, have you checked for privet thrip?, dig down a little to check the root system, to see if they are healthy. if not then could be root rot, the leaves are they slightly dark and mottled, could be thrip damage, sounds like root rot or possible nematode damage, just try and eliminate these to get to the root cause[ pardon the pun], regards julien.
