Could someone tell me why this clump of Irises have developed these markings please .It didn't produce any flowers this year.

that is typical of slug/snail damage rasping on the leaf surface. it is also typical of a small caterpillar that lives inside the leaf like a leaf miner and it eats away from the inside.
As Owd says lack of flowering could be due to lack of feed and lack of sun.

Even in full sun, the top of the rhizome should be just showing above the ground. Planting too deep, or mulching over the rhizome, is pretty consistent in preventing bloom.

Something is eating the green outer part of the leaves. There are various insects and/or molluscs which do that kind of damage.
As for not flowering. Usual reason is hunger, so try feeding with Tomato feed. Or non ripening of the rhizomes. Make sure the sun (whenever we get any) can bake them by exposing them to the light.
