I assume you're talking about indoor non hardy fuchsias Spritz. Hardy outdoor fuchsias should be taken in July /August.

This should be done in March, Humphra. Cut shoots and trim them to three leaves, below a node. Prepare a pot, dampen the compost and dip the cuttings into rooting powder, then insert them round the edge of the pot. The leaves should be clear of the compost.
Cover the pot with a clear plastic bag lifted away from the cuttings on sticks. Some bottom heat speeds the rooting up, but a windowsill should work, too. Once they've rooted, pot each one separately.
