I usually wait until mid march when there is less chance of frosts. The flowers are usually in the first set of buds. [well true for the mop head types] So if you prune now you could expose them to frost damage. if you want to seriously reduce the size of the shrub then I would do it over 3 years, 1/3 each year so you don't forfeit all flowers.
