I wish to start on my very neglected garden by clearing as much as posible,saving that which is worth saving---- and then replanting them in the future I want to start by digging up my perennial border plants e.g. lobelia,delphiniums ,eryngiums etc ; putting them in pots and replanting them later. Is this a wise stategy and is this the right tiome (mid September) to do it?

You could, yes, as long as you insulate the pots and put them in a sheltered area so that the rootballs don't freeze if the weather turns very cold in the meantime, before you're ready to replant them. You might still need to water them for a while, as well. Also - don't forget to label them!
