I have leek seedlings about 3inches tall when can I plant them outside

Varieties vary - some will overwinter happily and survive frost and snow. I have only grown these and they are tough as old boots and withstand anything the weather throws at them. Suggest you accustom them gradually to outdoors and bring them in at night for a week or two to harden them off first and then they should be fine.
