They remind me of the Peruvian busy- lizzies [Impatiens] but when they flower I'd have a better chance if telling.

Reminds me of Heliotropium arborescens but as SBG says, you will need to wait until it flowers.

It's a bedding plant in most of the U.S., and one of the few that can bloom in full sun or bright shade, here in the desert. Probably better in the sun in Pennsylvania. In southern Florida and Hawaii, it would become an evergreen shrub.
