It's not Lamb's Ears. Probably one of the mulleins. Mullein is a herbaceous biennial or short-lived perennial with a deep tap root. This plant has an interesting history. It was once widely grown for its various medicinal properties and from what I've read, it really works. I see it growing out near the beach as a roadside weed.

I'd also go for a native Verbascum common name is mullein, as to which one not certain. There are several native to Europe and N America and some have been introduced.
If it is it will produce a 4-8ft tall flower spike with prestty lemony yellow flowers that are adored by bees/butterflies and moths.
the veination on the leaf is beautiful.
