You can, but you'll have to wrap it for the winter to protect the growing tip if its an especially cold situation. You're in London, so you might well get away with not doing it - unless we have a winter like last year's. Green foliage cordylines are a bit tougher than the purple or red forms, and certainly I'd say the least hardy are the variegated forms.
