Good afternoon all, could you please tell me what's wrong with this Choysia it's doing very poorly

I suspect there is something attacking the roots. Is it in the ground or a pot?

If it were me I'd lift it wash off all the soil from the roots and repot in fresh compost. then prune to about 6-10inches water well and keep your fingers crossed.
