i have had syringa vulgaris shrub for over twelve months which has never flowered. Could anyone tell me why?

Mine has yet to flower and its three years old. If its in a sunny position in reasonably fertile soil, they prefer a chalky/clay soil but they will tolerate most, I would wait and see what it does next year.
