Yes, think winter pruning of fruit for instance

Decidious shrubs will be OK as they will be dormant during frosty weather but as far as evergreens are concerned I would wait until the frosty weather is well past as pruning could encourage early soft growth which will be burnt off by the frosts.

Spring is well advanced here and nothing is still dormant, so it depends where you live really.

At least minus 3C where I live down south and a heavy frost into the early hours this morning.
