Does anyone know what this is called, I think I saved it from someone and their ‘free to a good home’ plants?
Also it seems rather bare in the middle so can I chop the tops off to make it thicker lower down?

It looks like a hebe from that angle. Yes you can prune it down but I'd do a 1/3 of it this year just to make sure . As I said I think it is a hebe but I may be wrong.
