my cordyline is shedding from the top but have plenty of new shoots around base should i cut the new shoots to stop shedding or do I have to cut down

The new growth needs to be conserved and allowed to grow on - if the top is unhealthy and there's no new growth up the mainstem, remove the stem back to the base. This would be better done in Spring though.
